欧洲央行主席德拉基周四(3月26日)表示，他有信心在购债计划的第一个月达成购债目标。德拉基周四在罗马表示，虽然具体操作时间从3月9日开始，但欧洲央行有信心完成600亿欧元的购债目标。来自市场的反馈显示，完成这些操作毫无难度。
欧洲央行从本月开始实施量化宽松措施，计划到2016年9月购买1.1万亿欧元的公共债券。欧洲央行月度目标包括购买2014年之后的资产担保证券和债券。
欧洲央行周一表示，截止3月20日该行已经购买了263亿欧元的公共债券。虽然近期的数据显示欧元区经济增速提升，但德拉基警告称，经济复苏仍处于“周期性”阶段，且需要通过结构改革进行加强。
同时，近期的数据显示欧洲央行刺激措施已经触及实体经济。欧洲央行周四表示，截止2月份向企业和家庭的贷款连续四个月出现上升。
德拉基在意大利国会的讲话中表示，降息将会传导到整个金融中介渠道，且欧元区正在摆脱信贷萎缩。融资成本下降使投资资金开始对过去并不盈利的项目产生了兴趣。
虽然QE已经促使主权债务收益率下降，但与希腊相关的事件仍有可能令欧元处于风险，希腊政府正与债权人进行谈判，外界担忧希腊将在4月份耗尽现金。
在德拉基的讲话中反复要求更为强大的欧洲财政一体化以及结构改革。德拉基表示，欧盟仍然非常脆弱，因为改革的责任仍处于国家层面，财政规则也是如此，一个国家违约将会损害其它所有国家。德拉基认为，以上这些建议应当计入结构改革。
