欧盟领导人上周五(3月20日)欢迎希腊作出的改革承诺。希腊表示将满足债权人提出的要求，在几天内提出完备的经济改革方案，以获得急需的资金，避免希腊被迫退出欧元区。
在欧盟布鲁塞尔峰会间隙进行过通宵谈判后，希腊新总理齐普拉斯和德国总理默克尔就希腊政府必须以多快速度作出哪些行动发表了略有分歧的看法。不过欧盟官员坚称，各方一致认为应当立刻实施一个月前达成的协议。
默克尔表示，只有在债权人批准了齐普拉斯承诺很快提出的全面改革计划后，希腊才会获得新的救助资金。
但她暗示，齐普拉斯在确定必须实施哪些改革方面可以有一定程度的灵活性。这给了希腊左翼联合政府重要的转圜余地，令其能够拿出替代性的节约策略，以说服选民相信，新政府将废除前任政府失败的撙节政策。
欧盟执委会主席容克表示，欧盟可以从集体预算中拿出20亿欧元，用于缓和五年的支出削减政策带来的人道主义冲击。
齐普拉斯表示，他将充分遵守与欧元区财长在2月20日达成的延长救助至6月的协议。不过他坚称，该协议中要求雅典先通过控制债务措施的最终审核，然后才能获得救助资金的条件并不适用。
欧盟官员称，如果希腊政府拿出了令人信服的计划，欧元集团可能最早于下周(3月27日)开会以拨付至少部分资金。梅克尔也表示，希腊若能更快满足相关要求，就可能提前获得部分资金。
此外，在欧元区方面，欧洲央行行长德拉基周一(3月23日)还将在欧洲议会一个委员会发表讲话，希腊问题和欧洲央行的量化宽松计划进展情况无疑将被重点谈及。
