首先是在买入股票阶段，自2007年4月至2009年10月，薛书荣、郑宏中、杨晓鸿、黎睿咨等人，以70个自然人名义在44家证券营业部开立112个资金账户，使用148个证券账户，动用超过20亿元资金预先买入他们选定的股票。第二步，中恒信团队则开始了周密的组织团队活动，并且，这个形式是以公司化来运作的。而这个团队的核心就是名为广东中恒信传媒投资有限公司的传媒投资公司。而这家搭着“投资学习专家”、号称“秉承‘持恒守信’的价值观，以投资者的投资价值实现为目标，以优势媒体为载体向广大投资者传递及时、公正、客观、高效财经服务“的传媒投资公司，成为了薛书荣等人进行日后种种操作的最佳载体。而这个神秘的传媒投资公司，要负责的角色，就是”抢帽子“交易中的第二环节——推高股价。他们通过广东中恒信传媒投资公司，联络来自10家券商和8家证券投资咨询公司的30名证券分析师，录制了荐股的节目，随后在节目播出当日或第二天将预先买入的股票卖出获利。到2009年10月，前述人员操纵涉及个股552只，交易金额572亿元。而接下来的第三步，便是中恒信团队获利了结的一步。中恒信团队的动作相当快，通常在节目播出当日或第二个交易日，他们便将预先买入的股票迅速卖出获利。
