法国投资大减 总统试图修复关系

法国总统欧兰德(Francois Hollande) 17日邀请30多名外国企业高层访问艾丽榭宫，试图修复关系，并说服业界法国是适于投资获利的好地方。
纽约时报和华尔街日报报导，欧德兰承诺将稳定企业税、简化进出口通关程序、外国新创企业可享减税优惠等。他说，这是与外国企业开诚布公畅谈的机会，并表示未来每六个月将举办一次。会议突显社会党总统欧兰德有意扭转反商形象，他上个月才誓言减税，以降低法国生产成本，提升竞争力。
联合国贸易暨发展会议(UNCTAD)数据显示，2013年法国的外国直接投资骤跌77%。原因之一是欧兰德2012年5月上任后大幅加税，多项政策引发不满。另外法国当局介入并购也吓跑外国投资人；去年4月雅虎(Yahoo)原本有意入股在线影音网站Dailymotion，但官员插手反对，交易破局。不仅如此，法国工会行动也日趋激烈，员工挟持主管当人质，抗议固特异轮胎(Goodyear)关厂。
法国企业营运麻烦多，商家连周日也不能开店。路透社去年9月底报导，居家修缮连锁商Castorama和Leroy Merlin无视法院禁令，坚持开业。法国自1906年起，规定周日为休息日，除了鱼贩、花商和特定观光区可以营业之外，未经许可开店最高将罚款6,000欧元。工商团体领袖Pierre Gattaz受访表示，规定太不合理了；顾客想花更多钱、雇员想多工作，却不被允许，真是疯狂。目前巴黎当局态度已经软化，表示将与商家协调周日禁止营业的法规。
