美国就业市场景气恶化 表现差于奥巴马上任时

华尔街日报(WSJ)22日报导，今年第3季美国每个月平均新增12.9万份工作、远低于上半年的逾20万份月均值。巴克莱(Barclays PLC)美国利率研究部主管Rajiv Setia指出，这份最新报告显示美国联储局(FED)将不会在12月宣布缩减买债规模。
根据最新公布的就业报告，美国2013年9月非自愿兼差(注：因为找不到全职工作，一周工时不到35小时)者人数月增1.5万人至792.6万；2008年金融危机之前非自愿兼差人数不曾超过700万人(注：资料始于1955年5月)。美国劳工统计局数据显示，仅有24%的兼差族拥有医疗健保保障，比例远低于全职者(86%)。景气恶化时兼差打工族通常是最先被裁的。
截至2013年9月底为止美国兼差就业机会报2,740.5万份，较美国总统奥巴马(Barack Obama)刚坐上美国总统大位(2009年2月)时的2,670.6万份增加2.6%。2013年7月底为止的2,823.3万份创1968年开始统计以来新高。
美国9月非农业新增就业人数14.8万、较彭博社调查的平均预估值(18万)短少3.2万；即便将7、8月上修的9千人纳入计算，美国就业市场表现仍逊于预期。值得注意的是，9月劳动参与率与8月同为63.2%、为1978年8月以来最低水平。
Capital Economics北美首席经济学家Paul Ashworth曾指出，就业人口比率(Employment-Population Ratio)是美国最好的劳动市场动向指标。2013年9月就业人口比率报58.6%，低于奥巴马2009年2月刚上任时的60.3%。2009年3月迄今就业人口比率未曾高于60%。
