ECB总裁得拉吉：美元将贬值 卖黄金非智举

尽管金价在今年下跌逾两成，依旧不能掩盖柏南克(Ben Bernanke)任内(截至2013年10月17日)金价涨幅远远大在他之前三位联储局(FED)主席的事实。柏南克要说金价没人懂、重挫代表经济灾难预期降低、持有黄金只是一种长期传统，那都没关系。同样身为麻省理工学院(MIT)博士的欧洲央行(ECB)总裁德拉吉(Mario Draghi)私下要送给柏老的一句话就是：之所以不卖黄金是因为对美元没有信心。
曾任意大利央行总裁的德拉吉在哈佛大学肯尼迪论坛上被问到，过去10年中国、俄罗斯大幅增持黄金，德国要求美国归还黄金储备，但黄金本身不会生利息，为何这些国家会想提高黄金储备？德拉吉回答说，他从不认为卖黄金是聪明之举，因为对各国央行来说它是一项安全储备；对于非美元国家来说黄金是一张对抗美元币值波动的保单。
证券时报报导，中国黄金协会秘书长张炳南5月28日在上海衍生品市场论坛上指出，金融危机以来美国、欧洲(包括塞浦路斯在内)从未抛售黄金，显示黄金储备作为金融稳定、国家安全之锚的重要作用。
有人会问，美元有贬很多吗？
FED统计显示，2013年9月实质广义贸易加权美元指数报85.330(基期值100=1973年3月；数据越高代表美元越强)，仅较2011年7月的80.513(1973年1月开始统计以来最低点)上扬6%。
根据Thomson Reuters GFMS的统计，2012年全球官方部门净买黄金数量年增17.4%至536公吨，创1964年以来新高。2008年以来全球央行每年皆净买进黄金；预估今年上半年还将净买进280公吨。
全球各国央行曾签署三份「央行黄金协议(Central Bank Gold Agreement；CBGA)」。意大利在「CBGA 1；1999年9月27日至2004年9月26日)」、「CBGA 2；2004年9月27日至2009年9月26日)」生效期间皆未出售黄金，且该国也已宣布「CBGA 3；2009年9月起的5年期间)」合约期间不会卖黄金储备。
美国前总统小布什(George W. Bush)是在2006年2月1日任命柏南克担任FED主席，嘉实XQ全球赢家系统的报价显示黄金现货价当天是以569.80美元/盎司作收。以2013年10月17日收盘(1,320.00美元)来计算，这段期间黄金现货价总计大涨了131.7%。
