印度重新进口黄金 将对卢比构成威胁

印度黄金买家在海关澄清新的规定后,週三(4日)开始准备重新进口黄金,结束为期六週的买卖空窗期,同时也对政府阻贬卢比的努力构成威胁。
Thomson Reuters 4日报导,印宝石珠宝贸易联合会(All India Gems & Jewellery Trade Federation)会长Bachhraj Bamalwa表示,目前搁置在孟买机场的黄金约有250公斤,这些存货有望获得放行,并被运送至印度最大黄金市集「Zaveri Bazaar」。他宣称,新一批的黄金可望在2-3天内出货。
印度央行(RBI)曾在7月22日宣布,业者所进口的黄金当中,必须有20%是提供给加工后的再出口业务。不过,这份规定有些模煳,导致买家缩手、并转而使用在4、5月份囤积的库存。为了扫除疑虑,印度海关在本週三澄清了如何控管央行所谓80%卖给国内消费者、20%转为出口品的规定,这让进口商鬆了一口气,并开始重新进口黄金。
印度央行的规定在提高黄金出口量的同时,也会将每个月的进口量限制在30公吨左右,大约是过去平均进口量的一半。不过,由于今(2013)年雨季的降雨情况优于预期,使得佔印度黄金需求约60%的乡下农民收入大增,可能导致当地的黄金买气在今年稍晚涌现,进而威胁到印度政府的减赤大计。
《MINEWEB》9月4日报导,印度央行再度收紧对黄金的进口规范,希望能够达成本财年经常帐赤字较上年度880亿美元缩减至700亿美元的目标。此前,印度央行已经表示,进口商所进口的黄金当中,必须有20%是用于加工后的再出口;而印度央行最新宣佈表示,获得政府批准的黄金进口机构,其供应给国内特别经济区、出口导向单位以及星级贸易商的黄金,不能被视为是用于出口。
