8月28日，美國公佈了一系列市場密切關注的重要經濟數據，當中7月核心PCE物價指數超出市場預期，7月個人收支小幅高於預期，在數據公佈後，現貨黃金出現短線回落。
具體數據顯示，美國7月PCE物價指數年率實際公佈1.0%，預期1.0%，前值0.8%；美國7月核心PCE物價指數年率實際公佈1.30%，預期1.2%，前值0.9%。
週四(8月27日)美聯儲主席鮑威爾正式向外界宣佈，將調整原有貨幣政策框架，引入“平均通脹制”。鮑威爾在傑克遜霍爾全球央行年會上發表的演講中公佈了這一新戰略，稱即便通脹率超過美聯儲2%的目標水準，該央行仍計畫將利率維持在近零水準。
這一變化表明，美聯儲準備容忍比以往更高的通脹水準。新戰略的實際影響是美聯儲可能在很長一段時間後才會考慮加息。這意味著，家庭和企業的借貸利率，比如汽車貸款、住房抵押貸款，以及企業投資貸款等，在未來數年內可能將維持在極低水準。
鮑威爾指出，持續疲軟的通脹給經濟帶來風險。他同時強調，仍然認為貨幣政策必須具有前瞻性，希望阻止通脹預期下降的週期。如果通貨膨脹上升到“高於我們的目標水準”，美聯儲將“毫不猶豫地採取行動”。
在美國失業率高、補助政策難產的狀況下，又有總統大選帶來的各種影響，美國人民不敢消費已變成常態，消費者信心備受打擊。尤其是美國國會兩黨對新補助政策爭執不下，美國零售市場遭受沉重打擊。
經濟學家指出，由於美國國會和政府未能就廣泛的聯邦刺激計畫達成協議，美國消費者的現金流將出現一個巨大的“窟窿”。這個“窟窿”如此之大，增加了未來幾個月美國消費者支出大幅減少的風險。
分析師指出，目前看來，如果財政刺激到位，美國經濟不太可能出現“雙底型”衰退。但如果財政刺激久拖不決，消費者收入急劇下降，那麼“雙底型”衰退可能會變成現實。
