美國原油市場震盪上漲後回吐部分漲幅，同時市場對疫情帶來的影響情緒有所降溫，帶動冒險情緒回暖，提振原油需求復蘇的預期，但市場認為原油需求恢復還需要很長時間，加上經濟衰退對企業和家庭的衝擊，原油價格將保持長期的震盪。
美國原油庫存連續第二周升至紀錄高位，不過美國政府資料顯示，汽油和餾分油(包括柴油和取暖油)庫存下滑。美國能源資訊署(EIA)週三(6月17日)表示，截至6月12日的一周，原油庫存連升第二周，增加121.5萬桶，至5.393億桶的紀錄新高，而調查預估為增加160.5萬桶。包括柴油和取暖油在內的餾分油庫存減少135.8萬桶，預估為增加204.7萬桶。
原油維持持續再平衡需要需求出現更強勁的增長，但市場擔憂新冠疫情捲土重來，可能會影響原油需求。此外投資者需要看到OPEC+產油國遵守減產協議，且美國原油生產不會持續復蘇，預計美國原油期貨價格將在38美元/桶附近維持窄幅震盪，阻力位略高於40美元/桶。
消息人士稱，在週三的談判中，石油輸出國組織(OPEC)及其盟國組成的OPEC+的技術專家沒有提出進一步延長創紀錄減產的建議，並決定在週四的部長級會議前，集中討論如何促進此前執行協議不力的國家落實減產。
一位元消息人士在談到週三的會議時表示進展順利。一名OPEC+消息人士稱，伊拉克和哈薩克料將在週四召開的聯合部長級監督委員會(JMMC)會議上提出其減產和彌補之前的超額生產的計畫。兩名OPEC+消息人士週三表示，5月份的減產協議執行率為87%。
根據芝加哥商品交易所集團(CME Group)的原油期貨市場資料，週三未平倉合約量連續第四個交易日下降，此次下降近2.3萬份合約。同樣在連續兩個交易日增加後，成交量下降了約17.94萬份合約。
