美联储分歧增加，金价有所回落

11月21日，金价出现回落，中国商务部表示外界对中美贸易协商的细节并不属实，对市场避险情绪构成打压。同时，美联储内部对未来政策的走向存在较大分歧，但都认为美国总统特朗普的“负利率”政策不可行。
中国商务部新闻发言人高峰周四表示，中美双方经贸团队将继续保持密切沟通，关于协议磋商的细节，目前没有更多信息可以透露，但外界的传言并不准确。
当被问及中美谈判是否在采购农产品数量以及美国取消加征关税存在分歧、年内是否能达成第一阶段协议时，高峰做出上述表示。因为之前有报道显示，特朗普称，与中国必须达成一项他喜欢的协议，否则将加征高关税。
两国相互加征关税，已导致全球贸易放缓，加大了部分经济体的衰退风险，并扰乱金融市场。接下来要关注的日期是12月15日，美国能否在此之前取消对1560亿美元中国商品征收关税的计划。
美联储今年已经三次降息。联储将降息定位为“周期中的调整”，以帮助美国经济免受贸易对峙和全球经济增长放缓的影响，这两个因素已使制造业、企业投资和出口受到损害。
而且官员们没有真正考虑过使用负利率刺激经济。美联储不仅在当前美国经济仍在增长的情况下不愿采用负利率，也对经济陷入衰退时采用负利率深表怀疑。
围绕是否应当调整其通胀策略以确保通胀率不会停留在2%目标以下太久，美联储也展开了广泛讨论。大部分决策者认为，可能需要做出一些调整，以确保有足够的弹药应对下次经济下滑。
但部分决策者对这一程序能否促使美联储运作方式发生全面转变提出疑问。决策者10月确实讨论了一系列强化现有政策工具的途径，包括如何加强前瞻性指引的使用——设计利率政策来鼓励投资和支出、而非其他方面。
在美联储官员们琢磨货币政策方针之际，他们还讨论了在下次经济衰退时如何让购债计划有最佳效果，但未得出任何结论。
