不過隨著德國智庫下調了德國2020年的經濟增速預期，同時歐洲央行行長德拉基表示如果經濟前景沒有改善，將需要額外的刺激措施，令市場預計歐洲央行將在12月底前降息10基點，此前市場的預期是歐洲央行或在2020年中期降息10點。
受此影響，德國十年期國債收益率跌幅擴大至-0.272%，刷新紀錄新低。事實上，自年初以來，包括IFO在內的諸多機構一直在下調德國的經濟前景。在4月初研究機構將德國2019年經濟增長預測從1.9%下調至0.8%，令市場一片譁然。而隨著德國製造業進一步放緩，更加劇了市場對於德國經濟放緩的憂慮。
在6月6日公佈的歐銀決議上，德拉基鴿派不及預期。德拉基表示，沒有看到經濟前景有任何明顯的惡化，經濟衰退的可能性很低。對於市場所關心的通脹問題，德拉基表示通脹保持緩和，預計核心通脹將在中期上漲，據悉此前歐元區公佈的核心通脹僅有0.8%，因此隨著德拉基強調核心通脹將會上漲，令市場的擔憂情緒有所緩解。這使得歐元一度出現大幅的反彈。
不過日內德拉基的措辭進一步轉鴿。德拉基直言，歐洲央行的“政策工具包”中包含更多的降息，如果經濟前景沒有改善，需要額外的刺激措施，經濟指標暗示未來幾個季度疲軟狀況將持續。同時歐元區5月CPI終值和初值保持一致，暗示歐洲通脹沒有改觀，強化了市場對於歐洲央行降息的預期。
市場將密切關注北京時間週四淩晨公佈的美聯儲利率決議，這將對美元產生直接的影響。考慮到近期歐元和美元的負相關關係明顯增強，如果美聯儲意外鴿派不及預期，可能會和德拉基鴿派的措辭形成鮮明的對比，因而施壓歐元。
分析人士認為本周美聯儲降息的概率不大，但是市場在密切關注美聯儲是否會為7月降息做準備。
盛寶銀行商品戰略負責人奧勒·漢森表示，目前市場面臨的風險是美聯儲可能不會滿足市場的願望大幅降息，這將導致美元走強。分析師認為美聯儲如果降息過於激進，可能會沒有足夠彈藥應對全面經濟衰退，因此美聯儲在降息上也會有所保留。
但也有市場人士認為，若降息勢在必行，美聯儲可能考慮以50個基點開局，這可能會導致美元短線急挫，從而為歐元提供部分支撐。因此市場需密切留意北京時間週四淩晨美聯儲利率決議以及隨後鮑威爾的講話。
