美聯儲維持利率不變，聲調轉鴿

6月19日，美聯儲公佈的6月利率決議中，維持現有利率不變，符合市場預期。但也有部分聯儲官員希望降息，同時近半數的美聯儲官員認為今年進行降息是比較合適的。和上一次決議相比，本次決議明顯轉鴿。

美聯儲在決議聲明中指出，美聯儲將密切關注將發佈的資訊，將正確行動。美聯儲指出，當前美國就業增長穩固，失業率依然很低，勞動力市場強勁，經濟溫和增長。但家庭支出增長，商業投資疲軟。基於調查的通脹預期指標幾乎沒有變化，基於市場的通脹補償指標已經下降。
此外，美聯儲在最新的經濟預期中，基本維持2019年年內GDP預期不變，略微下調了失業率預期，但下調了關鍵的核心通脹預期。
決議聲明內容公佈後，交易員完全計價美聯儲在7月30-31日會議上降息的預期。美國聯邦基金利率期貨顯示，美聯儲7月份降息的概率增加；8月份的基金合約顯示，利率水準為2.105%，比現在2.37%的有效聯邦基金利率低了26.5個基點；美聯儲利率決議前的合約利率在2.140%左右。
具體市場上，決議公佈後，美元指數短線下跌20餘點；現貨金價短線飆升10美元；美元兌日元短線下跌20餘點；歐元兌美元短線上漲20餘點；美國三大股指短線回落之後延續強勢；美國原油價格短線微幅回落之後持穩。
此外，全球即將進入貨幣寬鬆週期。5月8日，新西蘭率先降息；6月4日，澳大利亞降息。而歐洲和日本一直處於寬鬆的貨幣政策中。歐洲在2018年短暫的微復蘇之後，因英國脫歐事宜愈發無法預測，這對歐洲和英國經濟均造成拖累。歐洲央行行長德拉基迫於壓力，本周再度釋放鴿派基調。
今年以來，美聯儲一直“按兵不動”並保持“耐心”的論調。此前上一次美聯儲會議上，美聯儲公佈的5月會議紀要顯示，公開市場委員會（FOMC）成員們一致認為，鑒於全球經濟和金融形勢的不確定性，在判斷未來聯邦基金利率目標區間上保持耐心仍然是適合的。
