据沙特油长法利赫称，自2017年以来，过剩的石油库存已从3.4亿桶的水平下降2.2亿桶。但他也表示，对未来几个月库存下降速度并不确定。
分析师表示，如果减产(尽管是在较低水平)延长到2019年，沙特和俄罗斯都将获得收益。他说，一旦限制措施结束，它们就能迅速提高产量，而委内瑞拉或阿尔及利亚等产油国在恢复供应方面则更为有限。
这并不是说两个最大的生产国在国内不会面临阻力。俄罗斯石油公司已经在游说政府放宽限制，而沙特则需要经济增长，因为它将为国有石油巨头沙特阿拉伯石油公司(Aramco)上市。
分析师认为，如果这两国让油商来敲他们的门，要求生产更多的石油，这将考验合作的程度和决心。此前，这两国曾宣称将建立长期的合作关系。
在周日的会议之前，阿曼石油部长鲁哈尼表示，OPEC及其合作伙伴认为，要在2019年之前保持减产目标是合理的。与此同时，伊拉克石油部长贾巴尔则表示，全球库存正在下降，市场将在2018年底前稳定下来。
