共和党人一直讨论将目前最高税率为35%的七档个人所得税压缩至三档。目前考虑的想法是第四次设定最高税率，可能位于提议的35%和现有的39.6%最高税率之间。
两名知情人士表示，这份文件不会就新的最高税率或其适用的收入人群提供相关的细节。相反，该文件将赋予国会自由裁量权，以达成一项措施，从而满足立法者为不同收入群体分配税收负担而制定的任何目标。
