目前大多数投资者的设想是，在爆发全面贸易战之前，国际合作将占据上风。分析师说：“美国将傻到实施一连串举措来阻碍与这些国家进行贸易吗？恐怕不会。”
根据一项调查，德国将于周二发布的数据料也将显示6月商品贸易顺差扩大，从5月的203亿欧元增至210亿欧元。德国2016年经常帐盈余达2890亿美元，位居全球之首，因而面临着促进内需以降低对出口依赖度的压力。其他希望提升自身竞争力的欧盟国家这种呼声尤为响亮。
德国政府或许可以指出，该国5月贸易顺差同比实际上下降2%，但这样的进展速度恐怕并不足以打消来自美国的批评之声。
