美联储卡什卡利：美联储可继续对加息保持耐心
美国明尼阿波利斯联储主席卡什卡利周二(7月12日)在密歇根州发表讲话称，由于通胀率处于低水平，且经济依然没有实现充分就业，因此并不十分迫切需要加息。卡什卡利2016年不是联邦公开市场委员会(FOMC)的投票成员，但会在2017年获得投票权。
他表示，“我们距离这种状态还很远，因此我们认为可以继续保持耐心。鉴于全球的各种不确定性，许多投资者出于安全因素在美国进行投资。”
交易员认为本月美国升息的机率为零，他们都在押注美联储将等到2017年中期才会升息，因为美联储理事塔鲁洛等官员表示，他们不确信通胀率在以足够快的速度升向央行2%的目标位。
卡什卡利的言论显示，他有可能站在塔鲁洛和其他鸽派官员那边，他们都希望维持利率在当前水平不变，至少在目前通胀率还很低的情况下。
关于英国脱欧方面，卡什卡利指出，“没有人确切知道英国公投脱离欧盟意味着什么，如果意味着欧洲其他国家可能离开欧元区，那么欧元区可能变小很多。”
他称，“这让每一个人都感到紧张。我们不能确切知道政治局势、欧洲政治将如何演变，可能需要多年时间。”
美国劳工部上周五(7月8日)公布的数据显示，6月份的非农就业人口增加28.7万，创下八个月之最。而之前公布的5月份数据仅增加就业1.1万，为2010年以来最差。
卡什卡利表示，“上周公布的6月份非农就业报告非常强劲，我们的预期是经济温和增长，并不认为衰退即将来临，因此美联储不需要放松政策。”
关于负利率方面，卡什卡利认为，“美国不太可能实施负利率，负利率在美国是否有用尚不明确。”
他补充道，“负利率会带来一些反常的后果，比如日本实行负利率，希望能压低汇率，但结果日元却升值了。”
