国际货币基金组织（IMF）周四承认，希腊的债务需要进行重组。IMF还表示，过去一年，情况已经恶化得很厉害。债务已经变得不可持续。希腊可能需要债务减计。该机构甚至提出，给予希腊20年的宽限期——这意味着接下来20年，希腊将无需偿还任何欠款。
这几乎是希腊政府一直以来的要求。希腊财政部长周四早些时候告诉彭博电视，他宁愿“砍断他的手臂”，也不会签署一份不包括债务重组的救助协议。他表示，令还款日期更实际的债务重组是必须的。
IMF在其最新的希腊债务可持续性报告中承认，过去一年，情况已经恶化得很厉害。债务已经变得不可持续。即使情况开始好转，在至少接下来三年，希腊将无法偿还任何债务。
希腊的下一笔35亿欧元的欧洲央行欠款将于7月20日到期。IMF还表示，希腊可能需要债务减计。
IMF甚至提出，给予希腊20年的宽限期——这意味着接下来20年，希腊将无需偿还任何欠款。
IMF称：“为了确保债务是可持续的，希腊的政策将需要回到正轨。而且，现有的欧洲贷款期限将需要大幅延长，而欧洲需要向希腊提供新的融资来满足未来数年内的需要。”
IMF指出，但是如果考虑中的改革被进一步减弱——特别是进一步降低基本盈余目标和降低结构性改革强度——那将不得不进行债务减计。
这对于希腊政府来说是一个好消息。周三，齐普拉斯表示，债权人需要给希腊喘气的机会。
不过，虽然IMF支持债务重组和更宽松的还款政策，但这并不意味着它会发生。IMF还必须说服另外两大债权人——欧盟委员会和欧洲央行。
