石油输出国组织(OPEC)秘书长巴德里(Abdullah al-Badri)周二(6月2日)表示,原油市场出现部分正面迹象。在OPEC成员国即将如期于周五(6月5日)聚首奥地利维也纳举行会议之际,巴德里发表了上述看法。
周二,伊拉克石油部长迈赫迪(Adel Abdel Mahdi)也在抵达维也纳时也发表了类似的乐观看法,称原油市场出现改善迹象。安哥拉石油部长周二亦表示,尽管全球原油过剩,他期望在未来几个月原油将升至80美元/桶。
Jose Botelho de Vasconcelos表示:“我希望价格将上涨,但这不容易。”
市场普遍预计周五的OPEC会议将维持其生产政策不变。去年11月,OPEC选择捍卫市场份额,拒绝削减产出,导致原油进一步供应过剩。这一决定导致今年1月油价暴跌至46美元/桶。最近几周,因市场料美国原油产出增长放缓,布伦特原油恢复到65美元/桶附近。
周一,沙特阿拉伯石油部长欧那密表示,他认为原油供应正在减少,而需求也正在改善。但他补充道,市场可能需要时间来调整供给仍严重超过消费的局面。欧那密未对原油价格前景予以评论。然而,一些不愿具名的欧佩克官员们向路透社表示,未来几个月以及2016年,原油预计将升至70-80美元/桶。
其中一位官员表示,即将到来的美国驾驶季节将刺激需求进一步增加。
此消息会令一些遭受了严重的价格崩溃的贫穷OPEC成员欢欣鼓舞,并驱动富裕的海湾OPEC成员国与非OPEC原油生产国就市场份额展开角逐。
但价格上涨也可能向高成本生产商抛出一个生命线——一些美国石油公司已经表示,如果原油上涨至60美元/桶以上,他们将重新开始积极钻探。
Energy Aspects分析师们在周二在一份报告中指出:“帮助某种程度上清理市场的是需求力量,以及中国的商业和SPR(战略石油储备)储备,这让包括OPEC在内的每个人都感到惊讶。”
报告补充道:“但中国的存储需求最终是有限的,数年之后中国不可能维持相同的规模…… 沙特阿拉伯的战略若要生效,价格和未来的价格预期就不能上涨过快,因为这将使得很多已经在运作的工作发生逆转。”
