美国联邦储备委员会(美联储/FED)副主席费舍尔(Stanley Fischer)周二称，联储在进行近10年来首次升息时，应当权衡对全球经济的影响，并且可以预见金融市场将由此产生的一些波动。
“与放宽政策时一样，美联储在让政策回归正常时将会考虑其行动对全球经济的影响，”费舍尔在以色列称。“政策利率真正上调可能引发进一步波动，但我最有把握的预测是，我们的货币政策正常化进程，是新兴经济体能够应对的。”
美联储主席叶伦上周暗示，联储今年将会升息，尽管第一季经济形势疲软，很多分析师认为这可能迫使美联储在开启2004-2006年以来首次政策收紧周期前，还要等上更长时间。
费舍尔未在讲话中给出升息时间表，但清楚地表明升息将近。
“货币政策正常化的时点和速度不应让市场有太大意外，”他表示，并重申美联储升息的前提条件是，劳动力市场进一步改善，而且政策制定者相信通胀正朝着美联储2%的目标回升。
但他还表示，沟通可能是一项“棘手的任务”，当美联储真的升息时，决策者们会做好升息影响波及国内外金融市场的准备。
全球一些较为脆弱的经济体“可能发现政策回归正常化之路有些崎岖，”费舍尔称。
他表示，为了给升息铺平道路，美联储会“尽可能清楚地”传达其对经济的观点及其政策意向。
如果海外经济成长步伐比预期要慢，则美联储可能会放缓升息节奏，他称。
“我们正在尽力确保，我们的金融机构和其它市场参与者能够对货币政策正常化及回归升息周期做好准备，”费舍尔称。“让全球范围内的个人、企业和机构也做好准备，这同样重要。”
