美国东部时间10月16日晚上美国参议院以81：18票、众议院以285:144票通过了结束政府关门和提高债务上限的法案，奥巴马正式签署财政法案并结束政府停摆及违约风险，该法案将使政府在2014年1月15日之前处于开门状态，并提到债务上限直至2014年2月7日。美国联邦政府在关门16日后终于在10月17日重新开门。但市场传闻评级机构惠誉可能下调美评级，同时市场认为美联储短期内不太可能缩减QE规模，黄金、白银大幅上涨，日线收一大阳线。
