美东时间10月15日上午众议院议长提出了，将推进自己解决政府关门和债务上限危机的方案。众议院的方案将推迟医疗设备税的征收2年时间，增加该项目补贴的收入证明、和取消该项目对国会和政府内阁补贴的内容。政府拨款授权将持续到1月15日，债务上限将被延长到2月7日。白宫很快拒绝了众议院共和党人的计划，白宫发言人称，我们离达成一致还很遥远。由于美国财政预算及债务上限谈判周二(10月15日)以后仍然没有实质性进展，市场避险情绪升温，黄金、白银触底反弹，日线收一锤子线。
