希腊周三(4月1日)向国际债权人提交了最新改革计划清单,希望以此解冻援助资金,避免陷入债务违约,但欧元区官员表示,在新资金拨付前还需进一步的工作。
根据这份26页的清单,希腊认为自己是欧元区不可缺少的一员,清楚表明其不打算退出欧元区或欧盟,同时计划对逃税和欺诈进行打击来获得收入。希腊政府计划通过对离岸银行转账进行审计,获得8.75亿欧元,并计划通过推出彩票计划促使消费者索要增值税发票获得6亿欧元。
文件称,希腊2015年的融资需求为190亿欧元(200亿美元),预计通过出售国有资产能筹资15亿欧元,远低于前政府所签署协议中设想的40亿欧元。
欧盟委员会、欧洲央行和国际货币基金组织(IMF)与希腊的谈判在近日有所进展。希腊官员表示希望双方能最快于下周就措施达成一致。
希腊政府几周之后可能资金告罄,但作为贷款方的欧元区以及IMF已冻结支持性资金的拨付,等待希腊实施改革,双方的谈判在希腊政府必须采取的措施这一问题上卡壳。
希腊财政部一官员表示,“我们今日向布鲁塞尔的(欧盟/IMF)机构提交了一份新的文件,这份文件更加具体也更加量化,包括就业和养老金改革是谈判中的主要难点。”
但欧元区官员表示,欧盟执委会、欧洲央行和IMF这些贷款方的代表拿到清单的时间太晚,因此欧元区成员国副部长们无法在周三下午召开的希腊问题电话会议上进行讨论。
希腊下周应向IMF偿还约4.3亿欧元,这将是该国面临的下一个财政测试。希腊已经祭出最后手段来救急,例如向国有实体借钱。
希腊内政部长Nikos Voutsis接受德国《明镜》周刊时称,如果外国债权人在4月9日前不向希腊提供进一步的资金,该国政府将首先支付薪资和退休金,然后再与借款人就推迟偿还IMF资金达成协议。
