IMF警告全球经济风险

国际货币基金组织(IMF)成员国周六表示，必须采取大胆行动来提振全球经济复苏。它们并敦促各国政府不要过度紧缩预算而导致经济成长受到抑制，不过德国却反对认为新的全球“危机”正在酝酿的看法。
日本经济蹒跚，欧元区有衰退之虞，甚至于中国经济扩张也在放缓，IMF国际货币暨金融委员会表示当务之急是专注于经济成长。许多国家面临低成长或成长放缓，且失业率仍高得难以接受的前景，该委员会代表IMF的188个成员表示。
IMF本周将2014年全球经济成长预估从3.4%调降至3.3%，为今年第三度下修，因从2007-2009年金融危机中持续复苏的前景消退，尽管全球主要央行大量挹注资金。将欧洲列为最大隐忧，许多齐聚在华盛顿参加IMF秋季会议的决策者、经济学家和投资者心有同感。
欧洲官员设法消除这些悲观情绪。欧洲央行(ECB)总裁德拉吉表示，欧元区财政紧缩的拖累料将消退；同时德国财政部长则淡化了德国经济衰退的风险。

然而，尽管美国经济成长增强，但疲软的通胀和薪资成长表明，战后最缓慢的复苏并未持续提振需求，而全球放缓将削弱美国经济的担忧则与日俱增。
美联储主要官员强调风险升高，联储二号人物称全球经济成长放缓可能让美国升息计划有所延宕。确定移除货币宽松政策的速度时，我们将像往常一样，密切关注全球其他地区经济情况，以及其对美国经济前景的重大影响，美联储副主费舍尔表示。
上述IMF委员会敦促各国实施政治阻力较大的劳动市场和社会保障制度改革，以解放出资金来投资基础建设，最终创造就业并提振经济成长。委员会并呼吁主要央行在传递政策调整信息时要小心翼翼，以避免金融市场震荡。尽管没有对任何央行指名道姓，但该警告似乎是针对美联储。美联储将在本月结束当前的买债计划，接下来料将在2015年中升息。
