俄罗斯总理梅德韦杰夫(Dmitry Medvedev)周二(4月22日)表示，西方国家因乌克兰危机对俄罗斯实施制裁，但这些制裁对俄罗斯及其公民的影响料有限。他表示，俄罗斯能够把制裁带来的负面影响最小化。
由于莫斯科和西方的制裁战促使俄罗斯卢布跌至纪录低点，引发资本外逃，并导致投资活动消退，俄罗斯经济今年可能会陷入衰退，这将是自2009年全球金融危机最严重时期以来首次出现这种情况。
梅德韦杰夫指出，俄罗斯政府不会允许该国公民成为政治游戏的抵押品。
