歐行行長：全面下調通脹預期，應進行長期寬鬆

9月12日，歐洲央行行長德拉基下調今明後三年的通脹膨脹以及今明兩年的經濟增長預期，同時德拉基還表示歐元區應該維持長期的寬鬆政策。消息公佈後歐元兌美元出現短線下挫。
在此之前，歐銀如期降息10個基點，但同時宣佈重啟QE，改變前瞻指引，放寬定向長期再融資，推出分層利率。歐元兌美元短線暴跌近70點，觸及相對低點1.0954，累計震幅近115點。
德拉基表示，量寬達成廣泛共識，一致同意需要採取行動。歐元區長期來看需要維持高度寬鬆的政策立場，歐銀正提供大量的貨幣刺激措施。可以在不改變限制的情況下購債很長時間。
德拉基稱，預計通脹將進一步下行，潛在通脹率溫和。但預計年底通脹率將有所回升，不過價格成本傳導需要時間。歐洲央行下調了今、明、後三年通脹預期。
德拉基認為，近期經濟資料暗示經濟降持續疲軟，三季度GDP溫和增長，持續存在突出的經濟下行風險。他敦促歐元區國家提高上期增長潛力。
德國財長肖爾茨週四試圖平息儲戶的心緒，他們擔心歐元區不斷深化負利率政策，可能會侵蝕自己的存款。
肖爾茨對Passauer Neue Presse稱，儲戶不必擔心銀行業會全面鋪開負利率政策。他說：“客戶與銀行簽訂的大多數合同決定，目前不允許出現這樣的懲罰性利率，因為問題並不嚴重。銀行董事會也有足夠的智慧去理解，這樣做會觸發何等嚴重的後果。”
隨著全球其他央行紛紛放寬貨幣政策，加上歐洲第一大經濟體德國面臨陷入衰退，且通脹預期下滑的風險，德拉基幾乎承諾，欲用盡歐銀所有剩餘工具來刺激經濟。
因此歐銀很難完全實現目標。雖然歐洲央行擁有廣泛的政策工具，但每一項政策工具的實施都會帶來副作用。一些決策者表示，他們反對推行更為激進的刺激措施，尤其是重新啟動債券購買計畫(也稱“量化寬鬆”)。
歐元區面臨的域外麻煩包括，貿易對峙導致的全球經濟放緩，以及英國脫歐前景的不確定性可能給金融市場帶來的衝擊，它們都不在歐洲央行可控範圍之內。這也表明，任何刺激措施帶來的收益都會打折扣。
詹森在8月28日宣佈議會將休會，稱政府希望議會休會，以便政府啟動新的立法議程。政府將就這一裁決向英國最高法院提出上訴，一名官員稱，詹森認為在等待該法院做出裁定之前議會仍休會。
