隨後，歐洲央行行長德拉基出席新聞發佈會，德拉基表示，通脹壓力仍然溫和，未來幾個月通脹預期下降，需要顯著規模的刺激，疲軟的經濟增速反映了貿易的疲弱以及全球的不確定性，服務業、建築業表現出韌性，製造業尤其受到全球需求疲軟的影響，經濟前景的風險仍偏下行。預計年底通脹將會回升，通脹的傳導需要比預期更長的時間。第三輪定向長期再融資操作（TLTRO）有助於保護有利的借貸環境。拉基還表示，仍然看到了經濟走強的信號，下半年經濟增速反彈可能性變得越來越小。
分析師表示，歐洲央行的利率聲明中提到，通脹壓力“一直低於央行的目標水準”，若這種情況繼續下去，他們將“決心採取行動”，並“酌情調整所有工具”。再加上提及降息和量化寬鬆，這無疑讓市場相信其可能在9月份看到一個相當不錯的“刺激計畫”出臺。
