美聯儲可能降低年內加息次數，縮表計畫同步放出

美聯儲將公佈3月利率決議，同時公佈加息次數以及對市場經濟的預期，市場預料今年會下調美聯儲的加息次數，同時公佈關於停止縮表計畫的相關細節。而如何縮減龐大的資產負債表是市場關注的重點。
美聯儲今年初以來已暗示對加息保持“耐心”，為三年來貨幣政策逐步收緊畫下句號。本輪緊縮週期聯儲已加息九次，包括在2017-2018年期間的七次。
上述看法是否與美聯儲的決策者一致，將會在隨同政策聲明一同發佈的最新季度經濟和利率預估中一窺究竟。2018年12月美聯儲預估2019年加息兩次，但外界普遍認為3月決議後，加息次數預預期將降低至一次。
只有當七名理事全部下調預估時，才會讓今年的加息次數預估中值降為零，意味著利率預估水準與原先相差了整整0.5個百分點，自美聯儲2012年開始公佈利率預期“點陣圖”以來，如此大的變化幅度只有過一次。
預計縮表計畫的細節也將同時公佈，投資者將能夠瞭解縮表還將持續多久，以及停止縮表時美聯儲的資產情況。
美聯儲官員普遍認為，幾個月後美聯儲資產規模就將達到適合停止縮表的水準，結束縮表宜早不宜遲。
這將是美聯儲開始三輪量化寬鬆前資產負債表規模的三倍多。美聯儲為應對2007-2009年經濟危機和衰退，在這三輪操作中買進了數以萬億計美元的美債和抵押貸款支持證券。
美聯儲在危機期間和之後使資產負債表大幅膨脹，2017年10月開始“正常化”，每月穩步縮表，削減規模至多為500億美元。
在研究過金融市場對縮表的反應，以及金融機構存放在美聯儲的準備金的使用情況後，美聯儲認為管理利率走勢的最有效方式是讓準備金保持“充沛”，例如對超過法定最低準備金要求的超額準備金支付利率。
