QE2是指美国推出的第二次量化宽松货币政策，是美联储通过回购国债、购买资产计划，同时向市场注入大量基础货币的一种宏观调控政策。
自第一次美联储启动量化宽松货币政策以后，由于自2010年4月开始，美国经济数据再次令市场失望，表现出美国经济仍继续受金融危机的不良影响，复苏日程遥遥无期，故当时的美联储主席伯南克在当年推出QE2的8月份提出实行量化宽松政策。
QE2的具体实施办法是，QE2的资产和债券规模总计达6000亿美元，分每月投放，其中长期债券每月的购买额为750亿美元，从2010年9月至2011年第二季度止。
