黄绍山：总统弹劾程序启动

此前曾经有所报道过美国众议院在9月12日通过一项弹劾美国总统的调查决议，而近日美国众议院正式启动对美国总统特朗普的弹劾调查，而该调查一般是由众议院司法委员会进行，若众议院435席多数通过弹劾条款，那么弹劾就可以进入联邦参议院，再由参议院进行审判，来决定总统是有有罪，而在参议院审判时候，100席的参院必须有三分之二多数认定有罪，才能判定总统有罪并解除总统职位。
特朗普乌克兰“通话门”
而本次事件众议院启动调查主因是特朗普是否寻求乌克兰的协助，以抹黑声势领先的民主党总统参选人拜登。大田环球据新闻得知一名举报人在8月中旬对特朗普与乌克兰总统泽连斯基的通话内容提出投诉，据报道称特朗普与泽连斯基的对话期间，多次进行施压要求其调查拜登的儿子亨特。同时举报者曾说道多名白宫的高级官员参与了“掩盖”通话记录的行动，揭发者同时指责朱利安尼的很多做法违反了“涉及国家安全事件时理应遵守的处理程序”。
而特朗普方面则表示没有在通话中对乌克兰进行施压，并认为民主党针对他的弹劾调查是“政治迫害”。若有人需要通话的记录，随时可以拿出通，甚至还有美国副总统彭斯与泽连斯基的对话记录。至于是否能够把特朗普弹劾下台笔者认为机会还是比较少，因为在弹劾到达参议院后定罪与解除总统职位需要67票，而共和党参议院拥有53席，民主党拥有45席，独立党派2席，因此要弹劾掉特朗普，除了所有民主党人和无党籍人士都要投反对票外，还需至少20名共和党员跑票。黄金方面受到此消息影响，在当时出现避险情绪有所提振，并一度走高上涨。
