黄绍山：英国脱欧最新进展
1月21日所提交的特雷莎提交的英国脱欧备用议案投票最终失败，令到3月29日脱欧的日子更加显得越来越紧迫，同时由于投票未能成功，英国首相特雷莎也只能抓紧最后的时间，继续努力的修改脱欧协议方案，并尽快让英国议员们同意通过，而之后脱欧的路剩下一下3种的可能性。
一、无协议脱欧：目前有部分英国党派是希望排除掉无协议脱欧基础上继续商议，随着备用方案的失败，英国首相特雷莎方面却仍然坚持3月29日按时脱离欧盟，若然在未来几周内仍未达成协议，那么英国是有机会存在进行无协议脱欧可能性出现。
二、有协议脱欧：备用方案的失败并未打击到特雷莎信心，目前英国首相仅剩未来几周内能够有效达成协议，同时后续希望英国再3月39日脱欧后能够有21个月的过渡期进行缓冲，但个人认为目前仅剩数周要令议会对修正后的脱欧协议方案同意，难度也是十分之大。
三、延迟脱欧：就是我们看到新闻所说的延迟《里斯本条约》第50条的谈判进程，简单的说就是延迟脱欧的最终日期，争取很多的时间去进行谈判，延长后英国甚至有机会重新举办第二次脱欧大选，同时个人认为在排除无协议脱欧的情况下，延迟《里斯本条约》的可能性反而是更加的大。
