黄绍山：欧央行决议概况

大田环球黄绍山据新闻得知昨日10月25日周四，欧洲央行公布利率决议，如市场般预期一样，继续维持融资利率0%，边际借贷利率0.25%和存款机制利率-0.40%维持不变，而资产购债规模方面则每月降低至150亿欧元直至2018年12月之后预期结束购债。随后市场关注点落到欧洲央行行长德拉基召开的新闻发布会。
欧洲市场概况
在此之前欧洲央行对QE结束日期仍然定于2018年12月后结束，同时10月份起减少每月净资产购债规模至150亿欧元，这两者和上次的的欧央行利率决议是一致的，随后欧洲央行行长德拉基分别对目前货币政策，经济，通胀和风险因素等做出了不同的看法，其中提及到欧元区目前的经济数据虽然在广泛增长，当时未能到达应该有的预期，而通胀方面德拉基虽认为需要大量的宽松货币政策，但对与QE是否需要延场德拉基认为并没有此必要，通胀方面目前变化不大，但德拉基有信心潜在通胀将在年底加速，中期将会逐渐上升，再加上经济基本面支撑的相信，问题并不大。至于风险因素不外乎是欧盟区内负债较高的国家，以及贸易保护主义、新兴市场波动性等不确定因素仍然突出。
总结一下昨天德拉基的记者发布会的说话，笔者认为德拉基昨日发言整体来说是中性稍偏鸽派，其原因虽然德拉基表示对通胀在年底或中期上涨的信心，但从目前的形势来看，先不论现时数据不达到预期，其主要因素也是因为意大利预算事件以及脱欧方面而导致欧元持续徘徊在低位位置。
而昨日欧洲央行利率决议公布后，欧元短时间内并未有较为明显大的波幅出现，直至德拉基新闻发布会开始后，欧元短时间内率先冲高，德拉基讲话完毕后欧元市场开始回落，最终反应呈现冲高回落，跌回至1.13-1.14位置区间，相信在欧洲这些风险事件一天不解决，对于欧元行情来说都是一个利空的情况，甚至持续一段时间维持在低位运行也是一件不奇怪的事情。
