达拉斯FED：美联储减码时机已到 应开始行动

达拉斯联邦储备银行(FED)总裁费雪(Richard Fisher)9日指出，量化宽松(QE)减码条件、时机已界成熟，FED应开始动作，并规划时间蓝图向投资人说明退场的游戏规则。Fisher表示，QE施行至第三轮，FED目前每月买进美债、不动产抵押债券共850亿美元，施行风险远远超过好处，应把握最早机会开始减少放水，暗示FED应在下次货币决策会议时间，也就是12月17至18日开始启动退场计划
Fisher明年才能重新取得联邦公开市场操作委员会(FOMC)投票资格。他认为，为了降低QE退场冲击与对市场造成的干扰，FED则可以详订减码时程一直至完全终止购债，好让市场预作准备。有鉴于美国通膨持续在低档盘旋，此前有部分FED分行总裁曾建议提高通膨目标，并同时维持超宽松货币政策不变至通膨回升为止。Fisher痛批，在市场流动性已经到处泛滥的状况下，提高通膨目标的构想无疑非常短视且相当莽撞。
