加特曼：美国资金或转向海外 非美股吸金21亿美元

美国两党拖到债务上限前的最后一刻才勉强敲定协议，重创美国投资天堂的信誉，也吓跑投资人。《加特曼投资通讯》(The Gartman Letter)创始人加特曼(Dennis Gartman)预言，资金可能会转向海外。
CNBC报导，加特曼相信，两党拿倒债当赌注的危险行径，已经让部分投资人把资金移向海外，此种趋势肯定会继续下去，造成的伤害可能相当严重，或许甚至永难抹灭。
证据何在？基金追踪机构Lipper数据显示，10月16日为止当周，美国货币市场基金失血430亿美元，单周赎回总额创两年多新高。另外，美国投资公司协会(ICI)指出，持有美国股票的股票型共同基金，同一周资金流出52亿美元，失血量为今年最高纪录；在此同时，握有非美国企业股票的基金，则吸金21亿美元，写下三周来最佳成绩。
加特曼为共和党人，连他也痛批共和党表现糟糕透顶。他说：「希望大人能重回房间，把斗气小孩赶到儿童桌去，这一切真是太丢脸了。」
「债券天王」葛洛斯(Bill Gross)先前也发言炮轰美国，说类似的政治僵局戏码恐怕会重复上演。葛洛斯16日在接受CNBC节目「Street Signs」专访时表示，华盛顿政府的失能状态似乎已成痼疾，而美债的波动也终将影响到公债长期投资人。
