若不提高举债上限 美国财政部将于10月底耗尽资金

彭博社报导，美国国会预算办公室(CBO)主任Douglas Elmendorf 17日指出，如果美国国会没有提高举债上限，美国财政部预估将在10月底、11月中旬这段期间耗尽资金。他指出，如果美国公债GDP占比要从目前的73%缓慢降至40年平均值(38%)，国会在接下来的35年每年须削减相当于1% GDP的赤字。如果现行法令没有修改的话，2038年美国联邦支出GDP占比将达26%、高于2012年的22%，届时赤字GDP占比将达6.5%(注：稳定经济的其预算赤字GDP占比应该是低于3%)、高于1947-2008年期间任何一年的水平。
CBO在最新公布的年报中指出，美国国会议员必须在增税、削减应得权益计划支出(包括社会安全、联邦医疗保险、医疗补助)或两项并行之间做出抉择。Elmendorf说，美国政府预算赤字很显然地正朝不可持续的方向前进。根据Pew研究中心在2012年11月28日至12月5日针对2,511名美国成年人所做的电话访问，高达55%的受访者表示他们是应得权益计划(包括社会安全、联邦医疗保险、医疗补助、食品券、失业保险等六大项)的受惠者。
Thomson Reuters报导，CBO 17日指出，如果美国政府想让联邦债务长期水平持稳，未来10年总计需减赤2兆美元。如果没有任何作为，25年后美国公债GDP占比将会膨胀至100%、高于目前的73%。
美国经济不是已经复苏了吗？今年初也已经对富人增税，难道这还不足以显著缩减赤字？Elmendorf说，如果婴儿潮世代陆续退休等因素纳入考虑，人们就会清楚这一切都不足以让赤字稳在可持续水平。
美国上一次年度预算呈现盈余是在2001年；史上最高赤字金额是出现在2009年度(1.41兆美元)。过去一百年来，美国联邦政府只有25年缴出预算盈余成绩单！1901年至2012年9月30日为止的这段期间美国合计仅缴出5,982.32亿美元的预算盈余！
道琼社报导，国际货币基金组织(IMF)发言人Gerry Rice 1月2日指出，美国政府还需要加把劲才能让国家财政回到可持续的道路上。他说，美国应尽快通过应得权益支出中期控制方案(例如：提高退休年龄)并确保税收金额能持续增加。IMF指出，无力提出让联邦债务回到可持续道路可能会逐渐侵蚀美元的储备货币地位、让美国公债殖利率面临中期上扬压力。
