美元上扬黄金延续震荡，油价涨逾2%

欧洲央行行长拉加德：要想加息，通胀率不能低于2％。
欧洲行长拉加德表示，第三季度经济数据有望强劲增长，预计明年一季度恢复到疫情前水平。预计通胀上升的情况是暂时的，中期通胀前景远低于欧洲央行的目标。绝大多数官员支持调整前瞻指引，没有讨论紧急抗疫购债计划（PEPP）的未来。9月的预测更能说明经济前景，将影响欧洲央行未来的政策
美国或最快10月触及债务上限
当地时间7月21日，美国国会预算办公室表示，除非美国国会提高或暂停债务上限，否则美国可能在今年10月或11月出现债务违约。美国国会预算办公室当天发布报告说，根据2019年8月生效的跨党派预算法案，美国国会同意暂时取消债务上限的限制、允许美国财政部发行新债直至2021年7月31日；从今年8月1日开始，债务上限将恢复生效。如果美国国会不通过新的立法提高债务上限或者暂停其生效，美国财政部将不能继续发行新债，只能启动非常规现金管理措施来偿还债务。
