12月18日，英鎊兌美元出現持續下落，由於英國首相對最後一刻達成脫歐協議的前景表明不樂觀，歐盟也表示有許多難以解決的問題，加上美元空頭回補，英鎊兌美元出現下滑，但疫苗的相關情緒也提振了冒險情緒，限制下行空間。
英國首相詹森指出，脫歐談判非常艱難，還有分歧有待解決，須能夠控制我們的法律和水域。英國的立場是，如果有達成協議的機會，我們就希望繼續談判。歐盟必須拿出一些東西來進行談判，如果歐盟不同意，將按照世貿組織條款來進行貿易。
歐盟委員會表示，漁業方面有許多難以解決的問題。脫歐過渡期不能延長。我們將繼續盡最大努力達成脫歐協議。歐盟的英國脫歐事務首席談判代表巴尼耶向英國首相詹森提出警告，英國要想在漁業問題上獲得更大的控制權，就必須接受單一市場准入限制，否則雙方就無法達成協議。
歐洲議會將本周日定為脫歐貿易談判的最後期限，各方目前正在討論捕魚權問題，這也是最後一個阻礙協議達成的因素。據該議會一位發言人週四的短信，只有不晚於周日晚上達成協議，歐盟議會才可以在12月31日過渡期結束前對該協議予以正式批准。
週四晚英國方面發表聲明，稱談判“遇阻”後，巴尼耶表示，如果雙方做出“切實努力”，那麼協議是可以達成的。 但是巴尼耶週五在歐洲議會發表演講時，就歐盟給英國下達的最後通牒發表了嚴正的聲明：能否獲得歐盟單一市場准入權，取決於英國是否對歐盟的捕魚船隻開放水域。
此前詹森表示，與歐盟的貿易談判處於“嚴重局面”，警告稱除非歐盟軟化對漁業的需求，否則不可能達成任何協議。詹森週四晚與歐盟委員會主席馮德萊恩進行了交談，後者在另一份聲明中表示，雙方之間仍然存在“重大分歧”，尤其是漁業方面。
市場對美國出臺更多財政刺激措施的希望，以及對新冠肺炎疫苗推出的最新樂觀情緒，可能會限制美元反彈。美國國會領導人及其幕僚們繼續敲定一項近9000億美元的新冠救助計畫的細節，以期最早能在週四公佈。白宮一位發言人說，政府對協議即將達成“持樂觀態度”。
