10月29日，歐洲央行行長拉加德表示經濟失速快於預期，通貨膨脹將保持負增長，在消息公佈後，歐元出現短線震盪，歐元對美元處於震盪下行狀態。

這讓歐洲央行行長拉加德面臨壓力，她一方面必須暗示歐洲央行致力於保持超寬鬆的融資環境，另一方面又不能過於抬高市場的期望值，以免在12月即便推出大規模刺激措施，仍會令市場感到失望。
問題在於經濟指標顯示前景迅速惡化，挑戰歐洲央行認為經濟將在2022年底前重回危機前水準的看法。歐元區表現最弱的西班牙，可能已經重回衰退；德國的經濟動能似乎也是後繼乏力。
歐盟前兩大經濟體——德國和法國——都已實施新的封鎖措施。雖然新措施可能不像春季那麼嚴格，但仍令人擔心破產和失業激增的風險。在上半年疫情爆發伊始，各成員國採取的邊境封鎖措施擾亂了內部貿易。
為了讓這些措施更容易接受，特別是對規模較小的企業來說，德國將向受到新措施打擊的企業提供財政援助。根據一項新的100億歐元(118.2億美元)一攬子援助計畫，員工人數不超過50人的企業將在11月獲得相當於去年同期營收75%的援助。
歐盟執委會、歐洲議會及歐洲理事會週三通過一項新的執行法，以保障一些通常由WTO處理案件的利益。如果美國及其他貿易夥伴利用世界貿易組織(WTO)陷入癱瘓之際牟利，並拒絕化解貿易爭端，則歐盟可能會採用懲罰性關稅作為武器。
