非農雖向好，但失業率仍居高不下

根據9月4日晚美國勞工部公佈的8月非農就業數據，就業人口增加137.1萬，平均每小時公司有一定漲幅，而失業率雖然有所下降，但仍然處於工位。由於人口普查而暫時雇用的工作人員推高了非農數據，而失業率下降則是因為就業參與率的進一步下降。
美國7月非農就業人口變動季調後由176.3萬下修為173.4萬；7月私營企業非農就業人數變動由146.2萬修正為148.1萬；7月製造業就業人口變動季調後由2.6萬修正為4.1萬；7月平均每小時工資月率由0.2%修正為 0.1%；7月平均每小時工資年率由4.8%修正為4.7%。7月和8月錯誤分類誤差較此前幾個月大幅減小。美國失業15周及以上人數上升至814萬。
美國勞工統計局稱，8月就業人數的增加主要反映了為2020年人口普查而臨時招聘的情況。零售業、專業和商業服務業、休閒領域以及教育和衛生服務領域也出現了顯著的就業增長。非農數據公佈後的5分鐘內，COMEX期金主力合約累計成交金額達到24.31億美元。
大選前倒數第二份非農報告稍好於預期，但失業率長期處於高位風險上升。在經濟於第二季遭遇至少73年來最嚴重的衝擊之後，美國總統特朗普可能把就業持續增加作為經濟改善的證據。特朗普的民調支持率落後於民主黨候選人拜登。不過就業水準可能仍會比疫情爆發前水準減少約1150萬。增加的工作崗位主要是先前被迫休無薪假或者被臨時裁員的員工被召回。而且儘管感染人數增長有所放緩，許多疫情熱點地區形勢依然嚴峻。
另外經濟學家認為，失業率可能被低估，因為有人被錯誤地歸類為“有工作但沒去上班”。8月中時至少有2920萬人請領失業津貼。每兩名遭到解雇的員工仍將有一人處於失業狀態，失業率長期處於高位的風險上升。
正如預期，因人口普查而暫時雇用的23.8萬人推高了8月非農數據。看看這些數據，我認為真正的亮點是失業率的下降。這使得美聯儲及其將在9月16日的會議上對勞動力市場做出何種反應成為人們關注的焦點。話雖如此，沒有財政支持確實會使事情複雜化。
分析師預計，在美國非農就業數據顯示失業率進一步回落之後，美聯儲在本月的政策會議上可能在季度經濟展望報告中做出修正，因為其此前所設定的9.3%的年底失業率預估目標，在當前看來已經明顯太過悲觀。
