歐盟復蘇基金前景不樂觀，美元可能再添麻煩

近日，歐元貌似站穩了腳步，由於法德兩國計畫建立5000億歐元的復蘇基金法案，援助受打擊的經濟體。雖然其為歐洲債券奠定基礎，但由於法案規模較小，有可能面臨北歐國家的反對，雖然可以維持歐元走勢，但長期並不樂觀。
很少有人期望能夠在歐洲建立適當的復蘇基金，甚至很少有人期望它會由法國和德國聯合支持建立，因為後者經常被批評為歐洲財政一體化的反對者。但這確實做到了，最令人驚訝的部分是，兩國都堅決認為資金應從歐盟預算中撥出，而不是必須償還的貸款，因此像義大利這樣負債累累的國家可以得到真正的緩解。
這是歐盟團結一致的可喜表現，尤其是在兩個歐洲最大經濟體的支持下。通過扶助受災最嚴重的地區，它可以為歐盟更加“全面”的復蘇奠定基礎。同時這也有助於平息歐盟內部不滿的情緒，尤其是南歐，從而降低歐元區分裂的風險。
不過，更重要的一點是，如果成功，它將在風險分擔方面開創先例。歐元區的致命弱點是缺乏財政聯盟，這意味著在歐盟遇到麻煩時，無法像美國聯邦政府為各個州提供幫助一樣為各個成員國提供幫助。儘管該計畫並不能真正解決歐盟的弱點，但這仍然是朝著正確方向邁出的第一步。
而且這個復蘇基金的計畫還遠遠沒有完成。奧地利、荷蘭、丹麥和瑞典都對法德提案表示不同意見，奧地利總理堅決拒絕支持任何贈款。他希望改為以貸款方式提供幫助。導致這個局面的原因在於，所有這些國家都是歐盟預算的淨捐助國，因此它們不想為主要受益於其他經濟體的刺激措施而埋單。
儘管這些國家中任何一個在理論上都可以否決該提議，但實際上，他們很難在法國和德國的面前獲得實質性的效果。如果英國仍然是歐盟的一部分，那就另當別論了。但是隨著英國退出，法國和德國擁有大部分政治資本，當他們與義大利和西班牙達成共識時，復蘇基金基本就宣告完成。
綜上所述，即使這一計畫消除了歐元最嚴重的下行風險，但是預計歐元出現持續健康的反彈還為時過早。
事實上，歐元反彈的最好機會可能更多地與美元有關，而不是歐元本身。由於投資者紛紛湧向安全的儲備資產，儘管美聯儲盡了最大努力削弱美元，但在整個危機期間，美元一直保持強勁。
