金價再度走弱，但消費信心有所下滑

11月27日，國際金價再度走弱，因國際貿易局勢傳來更多積極因素，市場分析概念情緒偏正面，但市場也在擔心貿易樂觀局勢是否能夠持續利好美元。而且美國消費信心指數下滑時，美聯儲決策層呼籲變政。
投資者對當前企業狀況和就業前景憂心忡忡，美國11月消費者信心在近四個月中第三次錄得下滑。消費者支出放緩和企業投資及製造業持續疲弱，已令美國經濟放緩。
美聯儲上個月進行了今年第三次降息，但同時暗示從7月份開始的寬鬆週期將暫停。美聯儲週二公佈的貼現率會議紀要顯示，在12家地區聯儲中，只有兩家希望在美聯儲上次政策會議前下調貼現率。
美聯儲理事佈雷納德週二表示，美聯儲應該將通脹目標從嚴格設定為2%，變通為在一段時間內平均水準在2%的更寬泛的、“靈活”的目標。佈雷納德的講話是美聯儲理事會成員首次明確呼籲對美聯儲控制通脹的方法做出特別改變。
她在紐約商業經濟協會發表演講時表示，她的想法沒有美聯儲當前貨幣政策檢討中提出的其他一些建議那麼嚴格。但她認為，這樣做的結果是，在公眾眼中會更加可信，並讓美聯儲官員在決定如何在任何特定節點設定利率方面有更多的迴旋餘地。
幾年來，美聯儲官員一直在為家庭和投資者接受比過去幾年的通脹率更高的水準奠定基礎。他們現在在每次的政策聲明中都指出，他們2%的目標是“對稱的”，而不是一個上限，而正在進行檢討的部分理由是，要找到辦法，將不斷下滑的公眾通脹預期牢牢地推回到2%的水準。
美聯儲多年來未能實現2%的通脹目標是一個關鍵問題，這將迫使美聯儲再次使用購買債券等“非常規”策略。而總統特朗普料將，不斷催促實施負利率。
隨著美國總統大選的來臨，政治風險可能增強，預計美聯儲將非常警惕於對任何一方施壓表現出屈服。只要經濟接近趨勢增長且外部風險溫和，預期FOMC在2019年餘下時間和2020年仍將按兵不動。
