随后，欧洲央行行长德拉基出席新闻发布会，德拉基表示，通胀压力仍然温和，未来几个月通胀预期下降，需要显著规模的刺激，疲软的经济增速反映了贸易的疲弱以及全球的不确定性，服务业、建筑业表现出韧性，制造业尤其受到全球需求疲软的影响，经济前景的风险仍偏下行。预计年底通胀将会回升，通胀的传导需要比预期更长的时间。第三轮定向长期再融资操作（TLTRO）有助于保护有利的借贷环境。拉基还表示，仍然看到了经济走强的信号，下半年经济增速反弹可能性变得越来越小。
分析师表示，欧洲央行的利率声明中提到，通胀压力“一直低于央行的目标水平”，若这种情况继续下去，他们将“决心采取行动”，并“酌情调整所有工具”。再加上提及降息和量化宽松，这无疑让市场相信其可能在9月份看到一个相当不错的“刺激计划”出台。
欧洲央行维持利率不变，但改变政策声明称，打算将利率维持在“现有或更低”水平（此前为维持利率在现有水平）至至少2020年上半年。经济学家普遍预计到了这一变动，投资者也消化了央行在9月下调存款利率的预期。欧洲央行“同样强调了在更长时间内维持高度宽松政策的必要性”，并称“将在必要时采取行动”。欧洲央行表示其已经研究了分层利率体系，经济学家表示这是央行将利率进一步降至负值区间的必要准备。
