美国关税措施即将实行，最终害人害己

特朗普政府宣称，将自7月6日起对340亿美元的进口自中国的商品加征关税。在征税产品清单中，约200多亿美元产品有在华外资企业生产，其中美国企业占有相当大的比例。
从发起对华“301调查”，到抛出加征关税清单，再到即将启动的加征关税措施，特朗普政府一意孤行挑起对华经贸摩擦，不仅遭到国际社会的强烈批评，在美国国内也不得人心。
中国是美国大豆第一大出口市场，对华出口占到2017年美国大豆总产量的近三分之一。美国大豆协会主席海斯多费尔说：“我们必须维护好我们努力了几十年才在中国建立起来的市场。我们需要继续同中国做生意，而不被这些关税措施所干扰。”
美国商会7月2日发布分析报告说，美国政府对进口商品加征关税其实是对美国消费者和企业征税，让他们为日用品和原材料支付更多费用；而其他经济体对美国的报复性关税将使美国出口商品价格更高、销售减少，最终导致美国国内就业减少。
来自美国商界、农业、律所、智库、行业协会的多名代表不久前在华盛顿出席听证会时表示，单边对华产品加征关税不仅无助于解决美中贸易问题，反而会伤害美国企业和消费者利益，甚至损害以规则为基础的国际贸易体系。
美国全国制造商协会副会长琳达·登普西在听证会上说，虽然关税举措将给一些企业提供短期保护，但全国制造商普遍对加征关税可能损害制造业就业深表担忧。
美国智库Ｒ街研究所贸易政策顾问克拉克·帕卡德在听证会上说，自上世纪90年代世贸组织成立后，美国政府已同意通过世贸组织的争端解决机制来解决贸易摩擦。他指出，美国政府绕开世贸组织对华加征关税将违反国际贸易法，并损害以规则为基础的国际贸易体系。
中国作为经济全球化和全球产业链的重要支持者和参与者，很多出口产品都是在华外资企业所生产。据分析，美方公布的所谓340亿美元的征税产品清单中，有约200多亿美元产品由在华外资企业生产，其中美国企业占有相当比例。
中国商务部发言人高峰表示，如果美方启动征税，实际是对中国和各国企业，包括美资企业的征税，美方措施本质上打击的是全球产业链和价值链。简单来说，美国是在向全世界开火，也是在向自己开火。
