美国总统特朗普和韩国总统文在寅周二召开联合新闻发布会。特朗普表示，朝鲜威胁是全世界的问题，需要全球行动。
特朗普称：“美国准备动用全方位的军事力量来阻截朝鲜的攻击。”但他强调：“各方将侧重使用‘除军事行动以外的所有可动用工具’来防范冲突发生。”
此前美、韩两国总统在首尔青瓦台总统官邸举行正式会晤，文在寅对特朗普表示，他希望特朗普到访能够在一定程度上缓解韩国对朝鲜的担忧。特朗普同时指出：“朝鲜作出正确的选择至关重要，朝鲜应该坐上谈判桌，为自身进行协商。”
特朗普此前对朝鲜一直持有强硬立场，甚至多次暗示用武力解决朝鲜问题，但此次他在韩国的讲话一改此前强硬姿态、措辞温和，导致市场避险情绪降温，利好美元并打压黄金。
市场对美国共和党是否能使其税改计划获得通过的疑虑，协助拖低了长期美债收益率，原因是这方面的不确定性令经济加快成长的希望减弱，而且外界担心为税改计划提供所需资金而举债的规模。
针对共和党的税改法案，民主党称常用的税收抵扣额减少表明税改法案对中产阶级不利。上述税收抵扣取消将对纽约、加利福尼亚州等高税负州造成冲击，民主党以此佐证他们关于特朗普的计划有利于最富裕美国人和企业界的主张。
上周美国众议院共和党人公布了税改草案，如果获得通过，这将是1980年代以来最大规模的税改，也是特朗普就任总统以来取得的首次重大立法胜利。尽管共和党基本支持税改法案的主要内容，包括大幅下调公司所得税，但在其他问题上存在异议，包括取消州和地方所得税抵扣。
参议院正在制定自己版本的税改立法，最终需与众议院的版本相协调，才能送交特朗普签署。共和党以52-48的席次在参议院占多数优势。一些共和党参议员称表示，对于投票支持会大幅增加赤字的税改议案，他们可能存在困难。
