脱欧费用高达400亿欧元?英国政府:没有这回事
英国首相特雷莎·梅的发言人8月7日表示,英国不承认媒体报道的所谓,政府愿意支付400亿欧元“脱欧分手费”的消息。账单规模严重依赖于过渡性协议的形式,而目前英国尚未确定寻求何种形式,因此难以预估最终数额。
所谓的“分手费”是英国脱欧谈判议程上的首要问题之一,也是最具争议的问题之一。欧盟已经提出了600亿欧元的数字,而英国并没有表示愿意支付多少。
据英国《星期日电讯报》报道,英国将愿意支付高达400亿欧元的费用,理由是三名不愿透露姓名的知情人士透露了英国的谈判策略。但随后遭到了特雷莎·梅发言人的否认。
“脱欧账单”预计将根据英国已经承诺的多年的欧盟预算、正在进行的金融风险、在其成员国期间达成的财政风险,以及对欧盟官员养老金计划的贡献来计算。
英国《星期日电讯报》援引消息人士的话报称,这一提议将是打破英国与欧盟谈判僵局的惟一办法。“脱欧”费用最终预计在350亿-470亿美元之间。
特雷莎·梅发言人称,首相在信中明确表示,英国和欧盟需要讨论公平解决我们作为欧盟成员国的权利和义务的问题。英国有不到两年的时间来谈判退出欧盟的条件,目前为止早期的会谈没有取得什么进展。
两大原因“脱欧账单”规模仍旧难以预测
第一,“分手费”的规模也严重依赖于英国过渡性协议的形式,而目前英国尚未确定它正在寻求何种过渡性协议,因此难以预估最终账单的数额。
第二,对特雷莎·梅而言,这份账单必须既能满足欧盟的要求(阻止其他成员国尝试离开),又能在英国财政预算紧张的情况下,满足自己政党能够接受的数额。要达成这样的共识并不容易。
保守党内部的一些欧洲怀疑论者认为,英国不应该支付任何费用,任何被认为对欧盟慷慨的解决方案都可能导致保守派内部的反对。
