税改被推迟？美参议院共和党领袖称税改还需时日
美国参议院多数党领袖米奇·麦康奈尔周四(3月9日)为特朗普政府在8月休会前完成税改的目标泼了冷水。
麦康奈尔在采访中称，“我认为税改需要更长时间”。
美国财长努钦上月月底称，美国政府想要将共和党长期以来彻底改变税法的目标，在议员们开始长达一个月之久的休假之前完成。
努钦在接受CNBC采访时称，“我们要在8月休会之前完成这项目标。”
到今年7月31日，议员们将会短暂地离开华盛顿，直到9月份第一周才陆续回来。
当参议院共和党领袖被问到何时议员们才能完成税改时，麦康奈尔回答：“这很复杂。所有相关讨论已经正在进行了。”
共和党计划利用reconciliation原则来通过税改法案，这就意味着，在参议院仅需得到共和党支持即可通过该项法案。
麦康奈尔在周四还表示，议会在引入税改法案前，必须完成奥巴马医保撤销法案的工作，这项法案同样需要利用reconciliation原则来通过。
参议院共和党领袖麦康奈尔想要在四月初，支持废除和取代《平价医疗法案（Affordable Care Act）》。共和党用来废除和取代奥巴马《平价医疗法案（Affordable Care Act）》的《美国医保法案》草案会在周四送交国会能源和商业委员会以及赋税委员会做最后定稿，要在下周提交给国会预算委员会和规则委员会审议。
如果整个过程顺利，美国众议院的全体表决将在两个星期内举行，之后该草案将被递交到参议院，如果通过，特朗普将会签署生效为法案。
本周二(3月7日)，特朗普曾乐观地表示，国会一定会通过新医保法案。
“我很自豪地支持由美国众议院公布的并得到两党议员支持的替代方案。我想这个法案会得到比想象中的更多人的理解，以及更受到欢迎。”
