英国脱欧法案再遭不利，因“英国未来应由议会掌握”
英国首相特雷莎梅启动脱欧进程的计划在周二再次受到打击，上议院要求，在英国首相与欧盟达成协议后仍然对最终版本拥有否决权。
英国上议院周二以366对268的表决结果赞成修改首相的脱欧法草案，以便在议会认为最终的脱欧条款不够有利的情况下，他们仍有权让首相重新回到谈判桌前。
英国脱欧大臣戴维斯说，内阁将寻求在法案重新回到下议院讨论时推翻上议院的修正案。下议院预计将在下周讨论该案。
特雷莎梅所在的保守党中，一些持反对意见的人士也加入了上议院中工党和自由民主党成员的行列，共同反对政府。这已经是他们第二次在脱欧法案修正案上和首相对抗，而特雷莎梅恰恰需要脱欧法以便正式通知欧盟启动英国的脱欧进程。上周获得通过的一项法案调整了措辞，旨在保护生活在英国的欧盟国家公民的权利。
去年的公投脱欧只是一项指令，要求内阁进行脱欧谈判并拿到尽可能有利的条款，但并不意味着“不惜任何代价”脱欧，保守党的Douglas Hogg周二在议会辩论中称。“这个国家的未来应该掌握在议会手中，而不是内阁手中。”
