美联储埃文斯对2%通胀目标缺乏信心
美国芝加哥联储主席埃文斯(Charles Evans)周二(11月8日)表示，美国劳动力市场强劲，消费者的确在加快支出，但通胀仍然太低，且通胀预期下降是令人担忧的理由。不过，他仍预期2017年底之前将加息三次。
埃文斯是美联储内部最为鸽派的成员之一，主张推迟加息直到通胀回升。他表示，美联储青睐的扣除食品和能源的价格指标最近出现了一些进展。
埃文斯周二指出，“核心PCE通胀率终于到了1.7%的水平，我们正在接近通胀目标。鉴于货币政策时滞，2%的要求可能太高，但核心PCE通胀可以是1.9%，并带着它将继续至少维持这一水平的预期。”
关于就业市场，他提到，“比起失业率在4.9%、5%、4.9%之间徘徊，如果失业率表现出更加坚实的下行趋势，可能说明经济表现确实很好，可能会表现出更高的通胀。”
埃文斯目前仍认为，美联储在2017年底之前加息三次可能是合适的。
眼下市场预期美国联邦公开市场委员会(FOMC)将在12月会议上加息25个基点。该委员会11月2日时曾表示，“联邦基金利率上调的理由继续加强。
2017年将拥有FOMC投票权的埃文斯表示，“对于达到2%目标、以及快速达到这个目标的信心不是那么大是有理由的，其中最主要的是预期。”他担心，通胀预期以一种与实现2%目标不相符的方式向下移动。
他认为，改变这种状况的办法是向公众保证，美联储将达到其目标并且“为了做到这一点，我们不会快速撤回。”
他还称，“我可能是FOMC成员中唯一在关于通胀的讲话中使用‘过冲’这个词的，我不认为如果过冲就是犯罪。”
埃文斯发表讲话的当天正值美国大选日，他避免就大选直接评论。不过他的确表示，在公共基础设施上更加积极的投资可能在经济上是富有成效的。
