菲律宾打击小型金矿 60%黄金产量受影响
今年6月末上任的菲律宾总统Rodrigo Duterte以及他紧密的盟友 — 担任环境部秘书长的Gina Lopez — 正对该国的矿业公司发起言辞讨伐。Duterte上周称该国可能放弃来自矿产业占到全国GDP 1%的8亿5000万美元政府收益。
菲律宾自然资源部正在进行一项针对该国所有采矿运营的审计，自Duterte上任以来已关闭了6座矿山，其中3座是镍矿。该部门还号召彻底禁止所有露天采矿，而2012年停止颁发矿业执照的法令仍然有效。
Lopez近来开始把目光集中在小型金矿上，该国这样的金矿可能有数十万个。根据Philippine Star的报道，Lopez裁定所有在该国Minahang Bayan矿业合作系统之外运营的小型采矿活动都为非法，并应立即停止。
该国只有3个运营项目符合相关规定，而新的法令可能影响菲律宾60%的黄金产量。根据世界黄金协会的数据，菲律宾在2015年生产了41.1吨或150万盎司黄金，位于全球前20位，在亚洲则排在中国和印度尼西亚之后居第三。
根据伦敦研究公司PGI Intelligence, 菲律宾的矿业投资去年降到了三年新低9亿2400万美元。Duterte总统行政支持的执照改变法规将增加矿业收益在政府总收益中的份额。
菲律宾的矿业公司已经面对着东南亚地区最沉重的税赋制度，平均超过40%的收益都上缴政府，主要是以税率为30%的公司收入税和其它各式矿业税的形式。
