日本上调消费税计划延迟两年
据日本放送协会报道，日本首相安倍晋三已与财务大臣麻生太郎达成共识，将上调消费税的时间延迟至2019年10月，原计划是在2017年4月将消费税由8%上调至10%。同时无需解散国会众议院。据悉安倍晋三计划最早于6月1日举行新闻发布会。
此前，就有日本媒体透露，安倍正在考虑将上调消费税的时间往后推迟约两年，但日本副首相兼财长麻生太郎对这个决定并不赞同，他指出，若要延后调高消费税，则应解散众议院，之后举行大选。并表示，在日本民众对此应该有权发表意见。麻生还促请安倍三思。
但随着安倍与麻生太郎共识的达成，延迟上调消费税似乎已是板上钉钉的事情了。
昨日，安倍的助理下村博文在富士电视台的新闻节目中就表示，政府的当务之急是刺激经济复苏，因此“别无选择只好延迟调高消费税”。
2014年4月日本消费税首次上调，从5%调高至8%，但之后日本经济陷入衰退，其国家债务已膨胀至国内生产总值的两倍。
周一公布的数据显示，日本4月零售额已经连续第二个月处于下降态势，较上年同期下滑0.8%，降幅小于市场预估中值的下滑1.2%，为2015年3月以来最快降速。这也支持了应推迟上调消费税的观点。
而安倍曾表示，除非发生大地震或类似雷曼兄弟事件的金融危机，不然他将必定在2017年4月提高消费税至10%。然而，因日本经济衰退和通货膨胀率依旧低迷，安倍的许多幕僚建议延后调高消费税，以确保日本从通货紧缩中脱身。
