欧洲央行周一表示，该行在上周仅购买了价值63.62亿欧元（约58亿美元）的公共部门债券，远低于其两周前购买的111.77亿欧元，导致其印钞速度较此前几周明显放缓。
据中金网此前报道，欧洲央行12月3日决定将隔夜存款利率由-0.2%下调至-0.3%，并将QE结束时间推迟至2017年3月。该“放水”规模让市场大失所望。
但是，欧洲央行行长德拉吉称，他相信央行的举措已足以令欧元区通胀率回到该行的2%目标上限。
欧洲央行一年前开始实施“负利率”货币政策，成为全球首家尝试“负利率”宽松货币政策的主要央行。自欧洲央行今年3月首都实施购债举措(QE)以来，欧元区经济并未出现明显的好转，最新数据显示，欧元区11月调和消费者物价指数年率终值为0.2%，欧元区11月核心消费者物价指数年率终值为0.9%，距欧洲央行2%的通胀目标相距甚远。
根据路透近期对欧元区货币市场交易员的调查，欧洲央行明年调高每月资产购买计划规模的可能性仅仅为20%，当前规模为每月600亿欧元(650亿美元)。
